Is this blog breaking electoral law?

Someone claiming to be Paul Thorogood, the candidate of the Cut Tax on Petrol and Diesel Party in the Crewe and Nantwich by-election, has just left a comment on this blog promoting his candidacy.

Should I:
  1. delete it?
  2. list all the other candidates?
  3. charge him for the advertising?

    Simply ask him his policy on climate change. If he doesn't reply, delete as he's clearly not here for a chat.
