I don't know if the comparison made with Kaliningrad and Belarus is quite fair or accurate.
Kaliningrad is poor for the area and stuffed full of Russians, but its economy is growing at a decent rate thanks to a new governor with quite a mandate from Putin to grow the region's economy. It's now bizarrely enough one of Europe's premier meat-packing facilities as well as being where Kia and Humvees are put together.
Belarus on the other hand is a basket case of an economy with a lunatic as a dictator. The opposition is growing there despite negligle European support or publicity outside of Poland and Lithuania - let's hope they are a lot more dedicated to freedom than we are.
