Don't you think it was probably written by a civil servant?
actually it was written by Burnham in handwriting at the end of the letter.
The civil servants in his office will have told him what the official protocol was and supplied the text. It's not an issue for Andy Burnham but for all of us in the UK that we have such outmoded nonsense hard wired into our society.
